Yes, Windows XP does have a decent default image 'viewer' (Windows Picture and Fax Viewer), however, it can't do any editing of images except to maybe resize or rotate and save otherwise if you need to do some other editing it'll open it in your default image editing program.

In other words, if all that you require is to just 'view' images, it'll do that well.
