I originally inquired about a "(free) image editor program" in July 2009.  I have included the link to my original post.  I just now stumbled upon Screenpresso Editor.  It is free, and it does exactly what I was asking for, ... maybe even a little bit more.  :)  I came back here to share my discovery, only to find that this topic is still of interest.
I hope you give it a try.
