I originally inquired about a "(free) image editor program" in July 2009. I just now stumbled upon Screenpresso Editor. It is free, and it does exactly what I was asking for, ... maybe even a little bit more. :) I came back here to share my discovery.

I don't remember seeing Screenpresso Editor mentioned anywhere before, but after a quick look at it and a Google search for comments, etc. for it, it appears to be very highly rated, etc. by many web sites.
